FreeBSD sysutils : diskprep

A program to prepare disks for use based on a config file

 The diskprep program prepares a disk for use.  It can be used for a
variety of purposes including initializing flash disks to use as boot
media or automatically configured the disks of nodes in a cluster.

Now that RELENG_4 is no longer supported, remove seatbelts preventing
these ports from being built there (and on pre-STABLE 5).
