Update chinese/bg5ps to 1.3.0p3. This version has two new features:
- Support both GB2312 and Big5 encodings.
- It can now use TTC and TTF fonts.
It's also the final version of bg5ps.

Convert to PORTNAME/PORTVERSION.
Anomalies found:
- autoconvert was missing "zh-" in front of PKGNAME
- xcin (both 2.3 and 2.5) had invalid version strings
- neither of xcin ports had NO_LATEST_LINK
- telnet8-1.0 thinks PKGNAME is zh-telnet-1.0
Fixed all except the last (I wasn't sure if it was intentional).
